Frequently Asked Questions (FAQ)

Q1: What is Form WH-347 and when is it required?

Form WH-347 is the official certified payroll reporting form published by the U.S. Department of Labor (Wage and Hour Division). It is mandatory for contractors and subcontractors performing work on federally financed or assisted construction projects subject to the Davis-Bacon and Related Acts (DBRA) and Copeland "Anti-Kickback" Act.

Q2: How does the Bona Fide Fringe Benefit Annualization calculation work?

The U.S. Department of Labor requires contractors who provide bona fide fringe benefits (medical, dental, 401(k), certified apprenticeship) to annualize these contributions across all hours worked throughout the year (both public prevailing wage hours and private commercial hours):

Hourly Fringe Credit = Annual Employer Benefit Contributions / Total Annual Hours Worked (Standard 2,080 Hours)

If your calculated hourly credit is less than the fringe benefit rate mandated by the applicable wage determination, the difference must be paid to the employee as cash wages. The App automatically calculates this delta and maps it into the cash-in-lieu column.

Q3: How is overtime calculated under CWHSSA?

Under federal Contract Work Hours and Safety Standards Act (CWHSSA) rules, overtime compensation (hours in excess of 40 hours per week) must be paid at not less than 1.5 times the basic hourly rate of pay, plus the straight-time fringe benefit rate. The fringe benefit amount is never multiplied by 1.5. Certified Payroll WH-347 enforces this statutory rule automatically.

Q4: Is my confidential payroll and employee data stored in the cloud?

No. Certified Payroll WH-347 operates with a 100% local-first, privacy-by-design architecture. All company records, employee profiles, wage determinations, timesheet entries, and generated PDF reports are stored exclusively in your device's local encrypted sandbox database.

Q5: How do I restore my purchases on a new device?

Open the App, navigate to Settings -> In-App Purchases / Subscriptions, and tap Restore Purchases. Apple StoreKit 2 will automatically verify your Apple ID active subscriptions.
